I have a granddaughter who just turned 2 last week and she hunts my bubble wrap. It is a riot to watch her and tell me "like to pop!". Simple things seem so much better than expensive toys, at least in this house!
My children love bubble wrap, too. If we get a package, they fight over the bubble wrap instead of what's inside the package! They like to put it on the floor and jump around on top of it!

Yep, bubble wraps a winner. I tape loads of to the floor at birthdays and let the kids go nuts!
